BOS Minutes 1/17/06

The Board of Selectmen held a regular meeting at 4:00 P.M. on Tuesday, January 17, 2006 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

Approval of Minutes:  January 3, 2006
Selectman Sibley made a motion to approve the minutes of January 3, 2006 as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Communications:
Letter to Sen. Stillman and Rep. Giuliano – Marine Enforcement
First Selectman Griswold read a letter he sent to Sen. Andrea Stillman and Rep. Marilyn Giuliano requesting their assistance at the State level to provide for enforcement of marine traffic and noise in the Old Lyme Sound View area off Long Island Sound.  The residents have complained about jet skis being operated in an unsafe manner near swim areas, excessive noise from jet skis and cigarette-type boats, and underage operation of watercraft. Additional funding is needed for marine patrols by the DEP during the peak period of the summer between July 4 and Labor Day weekend.

Motions were made by Selectwoman Reemsnyder and Selectman Sibley and seconded by Selectwoman Reemsnyder and Selectman Sibley to appoint the attached recommendation list of names to the respective positions.  SO VOTED.

Old Business:
Information Technology Committee – Update
Selectwoman Reemsnyder reported there was an Information Technology Committee meeting on Thursday, January 12, 2006.  The accounting package presentation was well received although the committee will be looking at more packages. The E-Tran service is available to the public.  The town hall staff is able to use the GIS system, and it will soon be on the public website.  

Agenda for Town Meeting
The Annual Town Meeting will be held on Monday, January 23, 2006 at 7:30 P.M. in the Middle School Auditorium to consider the following:
To accept the Annual Town Report for the fiscal year July 1, 2004 to June 30, 2005.
To announce the recipient of the Citizen of the Year award for 2005.
To accept Machnik Drive as a town road.
To accept Briar Hill Drive as a town road, subject to a receipt of a deed.
(Atty. Clarke will submit the wording regarding Ben Franklin Road)
To amend Chapter 133 of the code entitled, Sewage Disposal Systems, by adding a proposed section 133-8(a) entitled, Violations and Penalties.
To adopt an ordinance for providing for citations and fines for violations of the Old Lyme Inland/Wetlands and Watercourse Regulations.

To approve the reappointment of Jane R. Marsh to the Connecticut River Estuary Regional Planning Agency, term to expire January 2008.
To amend Chapter 161 of the Code of the Town of Old Lyme entitled, Vehicles and Traffic by adding a proposed paragraph C to section 161-12 entitled, Penalties For Offenses.
To consider and act upon other matters.

Resolution for Discontinuance of Ben Franklin Road- Arrowsmith
First Selectman Griswold stated he would wait for Town Attorney Marylin Clarke’s wording on the resolution for discontinuance of a portion Ben Franklin Road.

Landfill Closure - Update
The transfer facility should be completed by December of 2006.  The recycling of newspapers, magazines, bottles and cans will remain the same.  The cardboard is put in a compactor.   There will be two bulky waste containers for residents and contractors to deposit material.  The road into the landfill will change to accommodate a scale house and a scale. Once the transfer facility is operating, the town will start working on capping the landfill.  The DEP will be notified of the town’s intention to use a portion of the  landfill area for a school bus parking lot.

Cameron Parish Relief Effort – Update
Funds previously raised to move the donated fire truck and toys to Cameron Parish, Louisiana have been exhausted.  Future shipments will require additional fund raising.  A Cameron Parish fire department is willing to drive a tractor trailer tractor here to hook up to the 40 ft. box trailer available to them. The intention is to load the trailer with more donated items such as school books, books for adults, specific computers, a large generator to operate a water control plant and consumer goods such as paper towels, diapers, etc.  Suitable items will be listed on the town’s website.  The Old Lyme students are working on filling shoeboxes with appropriate items for students in Cameron Parish. The next Cameron Parish Committee meeting will be on February 1, 2006 at 8:30 A.M.

New Business:
Town Woods Park – Phase II - $325,000 STEAP Application Submitted
The Towns of Lyme and Old Lyme submitted STEAP grant applications in the amount of $325,000 each and, if approved, would cover the cost of phase II of the Towns Woods Park.  Phase II is the construction of two baseball/softball fields with a soccer field in their outfields.  Previously, Senator Daley informed the two towns that they were tentatively approved for bonding in the amount of  $150,000 each town, but that has not been confirmed.

EPA Grant Approved for Bus Filtration & Low Sulfur Fuel
Selectwoman Reemsnyder stated that Regional District #18 was approved for an EPA grant in the amount of $167,000 for bus filtration and low sulfur fuel for 20 buses.  In 2010, all buses will be required to have the filtration system installed by the manufacturer. The emissions from the buses will be reduced by 80% to 95%.

State Police – TFC O’Donnell Starts on January 20, 2006
Trooper First Class Scott O’Donnell will be starting on January 20, 2006 as the town’s new Resident State Policeman replacing Judd Howes.  
Recognition of Anthony Carrano – 2006 Asst. Middle School Princ. Of the Year
On Friday, January 13, 2006 Anthony Carrano was honored at the Old Lyme Middle School for being named the Assistant Middle School Principal of the Year for Connecticut.  The Board of Selectmen congratulates Mr. Carrano.

Public Comment:
Diana Atwood Johnson, Chairman of the Open Space Committee, thanked previous Chairman George James for assisting in the protection of over 900 acres of Old Lyme land.  Ms. Johnson also remarked on the importance of putting the minutes of commissions and committees on the website in a timely manner.  Ms. Johnson asked for an update on the Cherrystones property that may be available for open space purposes.  First Selectman Griswold stated that he spoke with owner Andew Montanaro who indicated the investor group was not receptive to the idea of offering the parcel to the town. First Selectman Griswold will attempt to set up a meeting with Don Brodeur, Diana Johnson and himself for discussion on the parcel.

Other Business:
First Selectman Griswold received a letter from the Regional Planning Agency which is seeking a liaison for the household hazardous waste operation.  The time involved would be two to three hours devoted to each of the 16 collections.  The job requires the distribution of informational brochures and fliers to the library and various places as well as placing the sandwich board in the best public location(s) to advertise the days of operation. The person would also help out on the collections days.  Anyone interested is asked to contact the Selectman’s Office.  Selectman Sibley suggested making this job known to the high school as well as Boy Scout and Girl Scout groups because it may fall under civic projects that may be of interest.

The discussion at the Board of Finance meeting will be on the emergency generator needed for the Lymes Senior Center and moving one from Boughton Road to the Old Lyme Town Hall.

Selectwoman Reemsnyder stated that she has confirmed three citizens are interested in serving on an Ethics Committee.  Ms. Reemsnyder distributed a draft application for potential Ethics Committee candidates that could be reviewed  by the Board of Selectmen.  Selectman Sibley suggested asking Atty. Marylin Clarke to be an ad hoc member.

First Selectman Griswold suggested tabling the wording of the Discontinuance Resolution for Ben Franklin Road for the Annual Town Meeting until Atty. Marylin Clarke adds language for the eastern (Dangremond) portion.  A special Board of

Selectmen’s meeting will be called for Thursday, January 19, 2006 to review the wording.  

Selectman Sibley stated that he asked architect Nina Peck if she would be interested in helping with the makeover projects for the restrooms at White Sand Beach, Haines Park, and the little league field.  She agreed to put a bid package together with specifications for each project.  Selectman Sibley will set up a meeting with Nina Peck, Don Bugbee, and himself.
